The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. The duties that the incumbent of the vacancy will be expected to perform. Duties Description The position of Asst. Geologist/Geologist Trainee will include the performance of duties required to oversee remedial program activities for sites in the Federal Superfund, State Superfund, Resource Conservation and Recovery Act (RCRA), Environmental Restoration Program, and the Brownfield Cleanup Program (BCP). This work may involve oversight of responsible parties implementing remedial programs under Department-issued Orders on Consent or Brownfield Cleanup Agreements, management of State funded remedial programs, and working with EPA on Federal lead remediation projects.The position will include review of documents, including investigation work plans and reports, feasibility studies, design documents, permit applications, construction plans and specifications, OM&M reports, final engineering reports, and site management plans, and issuance of comment and/or approval letters for the reviewed documents. Field oversight, negotiation of scopes of work, and participation in meetings with potential responsible parties to ensure conformance with Department regulations, standards, guidance and policies, and professional standards will also be required.Duties also include working under the direction and oversight of the Regional Hazardous Waste Remediation Geologist, or otherProfessional Geologist or Geologist to interpret groundwater, soil, soil vapor, sediment, or rock data and/or measurements, field observation or surveys, and application of geological principals during development of remedial investigations, feasibility studies, or design documents for use in addressing environmental issues at assigned remediation sites.The candidate will interact directly with the public, including interested community groups, and will prepare and deliver presentations about remedial projects. Excellent verbal and written communication skills are required to communicate with the public, regulated parties, emergency response personal, and regional and central office staff.
